San Diego operates one of California's most restrictive short-term rental frameworks. Since May 2023, all vacation rentals require a Short-Term Residential Occupancy (STRO) license. The system uses four tiers, each with different rules, caps, and requirements. 

San Diego's STRO Tier Structure

  • Tier 1: Part-Time (< 20 days/year) Entire home rentals, host off-site allowed. Simplest option, limited income. 
  • Tier 2: Home-Sharing (> 20 days/year) Host must live on-site (90-day annual absence allowed). Includes rooms, duplexes, ADUs. 
  • Tier 3: Whole-Home (Excluding Mission Beach) Entire home, 20+ days/year. Capped at 1% of citywide housing. 2-night minimum. 
  • Tier 4: Mission Beach Whole-Home Mission Beach only. Capped at 30% of neighborhood housing. Lottery system with current waitlist.

My family of 8 loved this condo! we have older teens, all the way down to a the year old and everyone had their own space and plenty of storage for things. We lived the hot tub and the sauna. it was close to shopping and restaurants. We had a couple of questions while there and the host was very responsive and kind.
