Simplifying South Lake Tahoe's VHR Compliance

South Lake Tahoe operates one of the most actively managed short-term rental frameworks in California. The current Vacation Home Rental Ordinance 2026-1203 became effective April 23, 2026, and replaced the previous buffer-zone system with a hard cap on residential permits. 

South Lake Tahoe's VHR Framework:

  • Permit Required — All rentals of fewer than 30 consecutive days require a city-issued VHR permit. Operating or advertising without one results in violations and fines. 
  • 900-Permit Residential Cap — Issued first-come, first-served. As of early 2026, fewer than half the available residential permits had been issued, but the runway is finite. 
  • Commercial & Recreational Zones — Properties in commercial and recreational zones (including the Tourist Core Area) are not subject to the 900-permit cap. 
  • 24/7 Local Manager Requirement — A local property manager must be available at all hours to respond to guest needs and any complaints, with response times mandated by ordinance. 
  • Occupancy Limits — Two adults per bedroom, plus up to five children age 13 and under who do not count toward the cap. 
  • Operational Requirements — Indoor noise monitoring, exterior cameras, bear-resistant trash storage, 10:00 PM outdoor noise cutoff, and posted house rules. 
  • Annual Renewal — VHR permits must be renewed annually within 30 days prior to expiration. Missed renewals can mean starting over. 
  • TOT Remittance — Transient Occupancy Tax must be collected from guests and remitted to the city on the required schedule.
